David Edward Boals Assistant Fire Chief David Boals was known by colleagues for his quick wit, many talents and fine sense of humor.  After working as a police and fire public safety officer for Foster City, he joined the Hillsborough Fire Dept in 1968.  He rose quickly through the ranks, becoming a Captain in 1973, and 12 years later, Assistant Chief. He also made sure that the Fire Department complied with the ever-changing public safety laws, ranging from hazardous materials to firefighters' clothing and breathing apparatus to personnel regulations.  He served not only the city, but also was instrumental in fighting the Oakland Hills fire by leading a Strike Team in 1991.  He had proven himself to be a well informed, capable and dynamic individual, who put his job, family and fellow employees ahead of himself.
